    handicap question.

    a friend of mine has got back into golf after a 7/8 year lay off. he had a 15 handicap.

    He joined a new club and played all winter before handing in his 3 cards of +29,+29,+32.

    they've gave him a handicap of 18. Stating they give him one shot back for each card. he feels he won't play to that for ages. any options for him?

    He needs to ask if they put the cards through as a new HC using the correct algorithm as designated by Congu.

    The scores given won't tell the whole picture as well - all dependent on the Stableford gross adjustment but if none then the PC would have given a HC around 25/26 but then would have informed him because of part HC he won't be monitored and adjusted if required

    The club would seem to not honouring its obligations re Clauses 16.3, 26.1 & 26.2. He should appeal to the county if he is not happy.

    Past handicaps are a factor in allocating new ones but something as archaic as +1 for each card is not on. The manual doesn't specify what exactly giving consideration to prior handicaps outside of 12 months means in practice but after 7-8 years personally I would be tempted to just put his handicap through as I would a brand new one.

    Certainly any adjustments by the committee should not be based off the 15 going upwards, but downwards from whatever the calculated figure was (likely 25ish as liverpoolphil said)

    Tricky...

    For me the key point is whether they really considered all of the evidence they had available, and then allocated. There's the whole of his winter play unaccounted for in the telling here.

    I do agree that the comment as to how they arrived at that handicap doesn't provide any comfort that they have a rational basis in there somewhere.

    Whilst it's always dangerous to double guess such things it's easy to suspect that they have been caught out with one or more returning golfers recently!

    thanks for the comments so far. does he just appeal to the handicap secretary?

    not sure if it makes any difference but i got my wires crossed. his handicap was 17.8 eight years ago and they give him a new handicap of 18.1. 0.1 for each card

    Seems very unfair to me at face value, unless he shot the lights out of a lot of holes but blew up on only a couple. Declaring +29, +29, +32 doesn't tell the whole story of how many pars or birdies were in the round, if any?

    But based on those comments, what was the point of the 3 cards if all they just do is add 0.1 per card based on a previous handicap irrelevant of the card scores?

    i looked at his cards and his cards where consistently crap. he only had 2 or 3 holes on each card where he scored more than a double. i worked his handicap out at 24 based on the bad holes.

    I'm all for people having lower handicaps😀. but jaysus, this bloke is a hacker amongst hackers. we actually call him "hacker khan"

    They must use the formula as a starting point, not his previous handicap. They obviously haven't done that.

    He should make a formal objection to the handicap sec and if necessary he can appeal to his county directly.

    The missing information the county would need is evidence of his playing record during the winter. If the committee can't demonstrate that they used the required procedure (and it will be in the computer system), they may have problems themselves.
