    There was a nearest the pin on one hole, would that cause an issue?

    Asking because a guy I know had the round of his life. Shot 50 points playing off 17 and been told he can't submit the card.
    What was the format?

    I think Nick's point was that even if he had done so before he went out it wouldn't have counted as a supplemental because he was playing in a competition that the committee had declared to be a non-qualifier!

    The catch22 presumption is that there is a good (handicap) reason why the committee have declared it a non-qualifier.

    It was combined stableford, i.e. scores for both players just added together.

    His partner plays off 5 and scored 40 points, so they had 90!

    As a "pairs" format it can't be a qualifier

    Were both players playing in the same group?

    But to answer the question in the thread title:

    Rules of Golf and authorised Local Rules;
    (d) scores returned in any form of competition in which competitors play in partnership
    with another competitor in the same playing group;
    (e) scores returned in a competition played with less than full handicap allowance unless
    scores are recorded with full handicap applied and a Competition Scratch Score
    calculated – see definition of a Qualifying Competition; and
    (f) scores returned in an event run by any organisation which is not a Handicapping
    Authority, unless the event has been previously approved by a Union as a Qualifying
