    I'm a fan of 2nd Chambers. The HoL works pretty well imo - wise men 'testing' legislation and suggesting changes where justified. The tradition (rule?) that it doesn't return Manifesto driven legislation and the fact that Commons will eventually win, via the Parliament Act, works well. Unfortunately, it's also rather too open to the abuse of 'stacking' by Commons parties -
    which also creates far too many members! Now that the number of hereditary peers as members has been greatly reduced, I've no problem with that area of membership. It's wisdom/common sense that's more important than power/influence imo. Same (wisdom vs power issue) applies to the Lords Spiritual. I'm actually less in favour of their guaranteed presence than the hereditaries!

    Any election to the 2nd Chamber should be held out of the cycle of Commons elections - otherwise it's simply a 'single' election and there may as well only be 1 Chamber! I like the US system where a certain percentage of seats in each house is up for election every couple of years. The ability of a PM to call an election when it suits them irks for me!

    If a vote/election system was used - rather than the current 'appointment' one, I believe it should either be staged out cycle
