Does anyone know where to find the course details for all (or even most) of the clubs in the UK and Ireland? By course details I mean the hole lengths, pars and stroke indices.

one source is links such as those below, the other is the individual web site for each course. The problem is that the level of information provided varies enormously and can be out-of-date (especially green fees). You may get a scorecard but will rarely find a hole-by-hole guide - they want to sell that at the course.

The third link mentioned is excellent and I have used them several times. I also try and put as many reports up as I can remember to do so that people can know what a course has played like recently. Not just restricted to the UK either, as I've put reviews up for Loch Palm and Blue Canyon and found others there too.
